Between violence, drug trafficking, and weapons, the Jalisco Cartel – New Generation (CJNG) has established itself as one of Mexico’s most powerful criminal organizations and has seen growth in recent years. With a presence in more than half of the country’s territory, the criminal group is headed by Nemesio Oseguera Cervantes, alias “El Mencho,” who is already one of the most wanted capos by Mexican and US authorities.
Although the low profile that “El Mencho” has kept has allowed the rise of his organization, with the 2022 hacking that the group of activists known as “Guacamaya” carried out on the servers of the Secretariat of National Defense (Sedena), little by little information that the agency mentioned above kept on the leader of the four-letter cartel and his closest collaborators has been revealed.
It is worth mentioning that before the group of hacktivists extracted around six terabytes of confidential information from the Mexican Armed Forces, little was known about Nemesio Oseguera Cervantes. However, now it has been uncovered from the alleged links that Jalisco Cartel – New Generation (CJNG) members maintain with Mexican political personalities to how the drug lord celebrated his 53rd birthday.
El Mencho’s favorite regional leader
Among the multiple efforts that the Secretariat of National Defense (Sedena) has made to find and bring Nemesio Oseguera Cervantes to justice, the investigation they have opened on his closest collaborators stands out.
A military report leaked by “Guacamaya” and published by the media Unión Jalisco shows that the Mexican Army is targeting Luis Manuel Pelayo Pelayo Pelayo, alias “El Meño” or “El 18″, who has been identified as the regional head of the Jalisco Cartel – New Generation (CJNG) on the southern coast.
The document also confirms the “favoritism” that the leader of the four letters has for “El Meño,” as it describes the abundant gift that “El Mencho” gave Pelayo Pelayo Pelayo for his 32nd birthday, a luxury 4×4 GMC Sierra Regular 2021 model pickup truck worth more than one million pesos.

Although members of the Jalisco Cartel – New Generation (CJNG) usually cover their faces so as not to be identified, with the National Defense Secretariat (Sedena) hot on his heels, Luis Manuel Pelayo Pelayo opted for a drastic decision to outwit the authorities.
According to the military report consulted and published by Union Jalisco, “El Meño” has undergone various cosmetic treatments – including a rhinoplasty – to modify his face and thus avoid being identified by the authorities hunting him.
Likewise, the “Criminal Diagnosis of the Criminal” detailed that Luis Manuel Pelayo Pelayo Pelayo is in charge of operating in the municipalities where Nemesio Oseguera Cervantes is allegedly hiding.
Additionally, “El 18″ is linked to the illegal extraction of iron in a property of approximately 43 hectares in the town of Paso Real in the municipality of Villa Purificación, Jalisco.
The Secretariat of National Defense (Sedena) states in the report leaked by “Guacamaya” that members of the Mexican Army identified that heavy machineries, such as hydraulic excavators and Torton-type vehicles, are working on the property.
Allegedly, this cell headed by Luis Manuel Pelayo Pelayo also includes the former municipal president, Edgar Manuel Medina Reyes, as well as Toribio Alejandro Verdín Pelayo, who is a representative of the company Minera Purificación, S.A. de C.V.
